Moffat says we're going to learn what the 'Who' in Doctor Who means. I've heard that before. My guess: the Other. Three beings founded Time Lord society, Rassilon, Omega, and a mysterious figure called the Other. The original plan for the series was to reveal that the Doctor was God. It'll be interesting to see what Moffat does with this.
